1031 Exchanges in NYC

Has anyone done a 1031 tax deferred exchange between another state and New York? Anything to be aware of if one leg of the exchange is in NY?

To my understanding, it doesn't make a huge difference if the exchange is between states. However, I do have a friend who is currently doing a 1031 Exchange between Boston and NYC. He's been ready to close for weeks but the seller is stalling and seller's attorney has stopped responding completely! I'm assuming that the sellers are still figuring out where they will move to after closing. What recourse do they have against the seller to keep things moving?
