Here's what my friend's condo building is proposing for their new condo house rules. A little excessive don't you think? More resembles a condo vs a co-op I think.

INTRODUCTION
These House Rules and Regulations govern the building, lobby, recreation rooms and grounds and must be adhered to by all owners/residents of the NYC Upper Manhattan Condominium. The Board of Managers (“BOM”) reserves the right to amend or modify the rules and regulations taking into consideration any owners’ comments and will review this document on a yearly basis in spring of each year. Violations of these rules are subject to fines for a single offense. The right and use of condominium facilities and services provided directly may be denied to a unit owner, his/her family members, tenants, guests and invitees when assessments for the unit owner are more than sixty (60) days past due. These rules are not all-inclusive.
Fine Schedule
─ First violation - written warning
─ Five days after written warning - $250
─ Five days after first fine - $500
─ Five days after second fine - $1000
─ Every five days after for as long as the resident is in violation, there will be an additional $1000 fine
RULES AND REGULATIONS
Many of these rules and regulations are contained in the Condominium Offering Plan and are accepted by each owner upon purchase of his/her unit(s).
A. Common Areas Use:
Common areas can be defined as the lobby, elevators, lounge, fitness center, backyard, stairwells/hallways and garage. These areas are portions of common
elements that are customarily used jointly by unit owners, residents and their guests. Report any maintenance problems to the management company or our superintendent.
1. Smoking is prohibited in all common areas. There is NO loitering in front of the building. Do not soil, deface, damage or litter in the common areas or interfere with the operation of the elevators or building equipment, or the work of building staff.
2. Any alterations in appearance or operation of common areas are prohibited without the express written approval of the BOM.
3. Owners/residents (and their guests) are responsible for any damages they may cause to common areas. Any damage to the Association’s property, other than normal wear, will be charged back to responsible owner at cost.
4. Any items or substances willfully thrown, dropped or spilled from any balcony, terrace, or rooftop that causes damage to any common element will result in a fine. Any damage incurred will be assessed to the unit owner.
5. Access to the roof is strictly prohibited (except for those owners who have designated space for their roof terrace), unless there is a building emergency. As the boilers are located on the roof, owners must make arrangements with the management company for access, should maintenance be required. Unauthorized entry will result in a fine to the unit owner.
6. In accordance with fire safety laws, it is strictly prohibited to have doormats, strollers, shoes or any other items in the hallways/stairwells and in the common areas of the garage. In case of a fire, these items can become a tripping hazard and life threatening. The BOM may instruct building staff to remove prohibited items and contact owner to retrieve. The management company will issue a fine to the unit owner.
7. No bicycles, scooters, skateboards, roller blades or other recreational vehicles are allowed in the backyard except those intended to be of use by children under 12 with adult supervision at all times. All (skate board) ramps, jumping devices and their like are expressly prohibited. There is no grinding or trick riding allowed at any time.
8. Illegal drug use is not allowed in any area of the NYC Upper Manhattan Condominium.

B. Commons Charges Billing/Payment Process
Common charges are due on the 1st of the month. Each owner is responsible for making payment on time. Payments can be mailed, paid online or via direct deposit. A late fee penalty of $50 will be added if payment is not received by the 10th of the month. If payment is not received in 30 days, a notice from the Association’s attorney will be forwarded to the owner. If payment is not received in 60 days, the Association’s attorney will be instructed to file a lien on the unit or initiate collection procedures. All attorney fees associated with the aforementioned procedure will be charged back to the unit owner. Common charge statements include any additional charges such as special assessment, late charges, fines, etc.
C. Garbage/Recycling
All residents are required to properly dispose of their trash in accordance with New York City regulations regarding recycling. Under no circumstance may any item of trash be left in a hallway or stairwell. Items too large to drop down the trash chute must be brought down to the basement level by the resident and placed near the recycle bins. Large or bulky objects, including Styrofoam, should not be forced down the trash chute as they may block the chute or damage the trash compactor. Each refuse room has the appropriate signage posted to ensure proper disposal. Any resident found in violation of these rules will be fined.
1. Recycled items must be placed in the appropriate bins in the refuse room. Residents are asked to wash out their recycling before disposing of it. Dirty recycling causes odors, attracts vermin and gives our staff more to do.
2. Garbage must be in a secured/tied plastic bag when placed in the chute. DO NOT PLACE RECYCLABLE ITEMS IN THE COMPACTOR OR GARBAGE BAGS IN RECYCLING BINS.
3. Corrugated cardboard boxes must be broken down/flattened and brought down to the designated garbage area in the garage. ONLY small cardboard items may be placed in the designated recycling bin in the refuse room.
4. To dispose of large items (i.e. furniture, appliances), please reach out to the superintendent.
D. Pets
The NYC Upper Manhattan Condominium is a pet-friendly community. However, owners/residents are required to have their pets on a leash at all times when in allowed common areas. You must clean up after your pets (within and in front of the building); Violation of this rule will result in a fine. No pets are allowed in the backyard.
E. Security/Building Access
The NYC Upper Manhattan Condominium contracts Coop Security NYC Inc. to provide security / door person services Monday through Friday from 8am to 8pm and Saturday/Sunday from 9am to 7pm. During security off-hours, all visitors must utilize the intercom system to contact owners/residents to gain access to the building. Unit owners/residents are to use their key fobs/garage door opener to access the building/garage.
1. Visitors must sign in during security hours and be announced to the unit owner in order to gain entry into the building. Those refusing to sign in will be denied entry. Contractors are required to sign in and show valid ID.
2. Owners should be vigilant of strangers following them into the building and deny access to people they are not familiar with.
3. All common element doors must remain closed (and locked where applicable) at all times.
4. Any suspicious activity witnessed should be reported to the security officer, the management company or NYC Police Department, depending on severity.
5. The security officer accepts all packages during operation hours and notifies owners/residents of package arrival. Large deliveries should be coordinated with the management company/superintendent to properly secure the elevators (if applicable). Damages caused by deliveries not coordinated through the management company/superintendent will be charged back to the owner.
F. Renovations/Alterations
Before any renovations/alterations begin in an owner’s unit, the owner must complete an application package obtained from the management company. This application requires a project summary, which includes a construction schedule, drawings, contractor’s insurance, etc. BOM approval of application is required before work can be scheduled. Any damage to the common elements during renovation/alteration is the responsibility of the unit owner. Work is permitted during the following days/times: Monday through Friday, 9am–5pm. No work is permitted on weekends unless there is an identified emergency repair warranted. If an owner fails to follow above procedures, a fine will be charged. Owners unclear if their renovation requires approval are encouraged to contact the management company for guidance.
G. In-Unit Repairs
As stated in the Condominium Offer Plan, all unit owners are responsible for repairs within their units, including their individual boilers. The management company and the superintendent will coordinate with an owner to assess whether or not an issue is the owner’s responsibility or a common element matter.
─ If an issue is part of the common elements, the Association will be responsible for repairing and will coordinate accordingly.
─ If an issue is identified as the owner’s responsibility and requires repair, the owner should contact the management company. The owner will also be responsible to repair any cuts in walls, ceilings or any other work done in their unit by the superintendent in order to assess the cause of their issue.
